WESTFIELD, NJ — At a council conference meeting Tuesday night, Westfield’s finance policy committee presented the proposed $38,745,396 municipal budget for 2014.

Among the budget’s highlights:

  • Proposed hiring of one additional firefighter and one additional police officer.
  • $150,000 will be budgeted for the capital improvement fund to be used for down payments on improvement projects, such as repairing roads, fixing sewers and re-turfing fields.
  • An increase of spending of less than one percent over last year.
  • Total salaries and wages to remain below 2006 levels.
  • Health insurance costs for town employees will be reduced for the second year in a row as employees continue to contribute more.

For the average home (assessed at $179,850), the proposed budget represents an increase of about $6.50 per month, according to the budget summary memo given out at the meeting by Town Administrator Jim Gildea.

The budget is set to be introduced at the March 18 town council meeting and adopted on April 22. But Gildea noted that the budget could change as costs arise throughout the year.

“The budget is always a moving document,” he said. “It’s always a working document and a work in progress."
