WEST ORANGE, NJ - After a lengthy discussion, the West Orange Town Council eventually passed a resolution by a 4-1 vote awarding a contract to D'Onofrio & Son, Inc. on Tuesday night. The contract awards D'Onofrio & Son a $135,000 contract for various township maintenance needs including turf maintenance, litter and debris collection, weed control and leaf collection and disposal.
Councilman Krakoviak proposed a concern questioning if they were making the best financial decision by signing a contract with a single landscaper rather than three or four separate contracts in order to save money. The council responded by pointing out that a single landscaper would be more responsible because of the size of the contract and the relationship that it builds.
All of the council members but Krakoviak agreed that signing four separate contracts for the cheapest individual bid would be tougher to manage and would create a lack of obligation and commitment from the vendors.
The council spent approximately an hour discussing a solution to progress Prism development. Public comment centered primarily on this issue as they agreed with Councilman Krakoviak's views to move the process forward. Krakoviak felt that it is necessary to bring in Prism's financial and legal advisors for questioning in an attempt to find out more information.
The council settled on an idea proposed by Councilman Guarino to get together and prepare a list of questions and concerns and send them to said advisors so that they can be well-prepared to speak at a future meeting.
The council also voted 4-1 (Krakoviak the no vote) in favor of an ordinance that establishes the rates and fees at Ginny Duenkel Pool for the 2013 season; and all other resolutions, including the approval of the 2013 contracts for Town Information Officer Jessica Glicker and Town Grant Writer Alicia Skinner.
In other news, John McElroy, owner of Select Towing and a member of the Downtown West Orange Alliance Board, announced that current Board of Education member Megan Brill has been appointed as the new Director of the Downtown West Orange Alliance.
The next Town Council meeting will be held on Tuesday, March 19.
