West Orange Resident Named Principal Deputy Director of Fair Lending at Consumer Financial Protection Bureau in D.C.

WEST ORANGE, NJ - Frank Vespa-Papleo, former director of the New Jersey Division on Civil Rights and a West Orange resident, has been named principal deputy director of Fair Lending at the Consumer Financial Protection Bureau in Washington, D.C. For the past few years, Vespa-Papaleo has worked as the director of Enforcement for the Department of Housing and Urban Development in New Jersey.

Vespa-Papaleo, who grew up in Venezuela, has a long history of civil rights and anti-discrimination enforcement, particularly in the arena of the New Jersey Family Leave Act and the New Jersey Law Against Discrimination. He issued a groundbreaking legal decision on student peer harrassment (L.W. v. Toms River Regional Schools); developed the nation’s first Disabilities and Public Accommodations Investigations Unit; d and protected the rights of children of racial minorities (Director v. Le Terrace Swim Club). 

One of Vespa-Papaleo's most notable accomplishments was co-authoring the New Jersey Anti-Bullying Bill of Rights. He has been an advocate for the civil rights of the LGBT community and has supported Garden State Equality, a civil-rights organization that advocates for lesbian, gay, bisexual and transgender equality.

He received his degrees from Northwestern University and Boston University School of Law, and he is a member of the bars of the United States Supreme Court, United States District Court for the District of New Jersey, New Jersey Supreme Court, and the District of Columbia.

Vespa-Papaleo has lived in West Orange for several years with his husband Larry Weiss and their son Nicholas. Vespa-Papaleo was also a member of the West Orange Human Relations Commission. The family will be moving to Washington by the end of March.
