Volunteer Mentor Charged with Sexual Assault and Endangering the Welfare of a Child

Acting Morris County Prosecutor Fredric M. Knapp and Parsippany-Troy Hills Police Chief Paul Philipps announce today that Daniel Bell, 53 years old, of Parsippany, New Jersey, has been charged with two counts of Second Degree Sexual Assault; an additional count of Second Degree Sexual Assault; one count of Second Degree Endangering the Welfare of a Child; two counts of Third Degree Endangering the Welfare of a Child; and two counts of Fourth Degree Criminal Sexual Contact. At the time he was charged, Bell was employed by the Township of Parsippany-Troy Hills as a maintenance worker.
The investigation revealed that the defendant allegedly became involved in sexual relationships with three underage male victims. The first victim of the defendant, who was 15 years old at the time of the initial contact, sought mentoring through the Morris County Prevention is Key Program. The Prevention is Key Program is a private organization that receives grant funds from the state and county. Pursuant to the program, defendant was to act as the victim’s mentor and served in that capacity from July 28, 2011 through March 23, 2013. The defendant’s sexual assaults against this victim allegedly occurred from August 2011 until approximately July 2013. These acts allegedly occurred in the defendant’s residence and vehicle.
The charges with regard to the second victim, a 13 year old male, relate to acts in which the defendant allegedly orchestrated and directed sexual acts between victim one and victim two while defendant watched. These acts allegedly occurred during the spring of 2013. These acts allegedly occurred in a home in Parsippany.
The defendant also allegedly contacted the genitals of a third victim, a 14 year old male, over his clothing and also allegedly watched victim one engage in sexual activity with victim three while in the defendant’s vehicle. These acts allegedly occurred during the winter of 2012 and 2013.
After a lengthy criminal investigation conducted by the Parsippany-Troy Hills Police Department and the Morris County Prosecutor’s Office, and led by Detective Joseph Puso of the Parsippany-Troy Hills Police Department and Detective Michael Gomez of the Morris County Prosecutor’s Office, Bell was arrested on October 10, 2013.
The investigation is active and ongoing. No other information is being released at this time.

A criminal complaint is merely an accusation. Despite this accusation, the defendant is presumed innocent unless and until he or she has been proven guilty beyond a reasonable doubt in a court of law.
