The Cost of Medical Reimbursements to Methacton School District

During the last meeting of the Methacton Board of School Directors, way back on June 24, a strange line item was discussed when one concerned resident asked a question.
Joe Bickleman, of Audubon, asked why, among the list of bills to be paid, were there two checks made out to Stuart Whiteleather, the Methacton School District’s director of business services.
At the time, School Board President Christian Nascimento said that questions pertaining to bill approval could be answered later in the meeting, during the action item itself.
“We will answer that when we go through the list of bills and fiscal items,” said Nascimento.
When the board got to the agenda items of fiscal concerned, marked as items 13.1 to 13.8, Whiteleather addressed the resident’s question.
“Under our administrative agreement, a provision allows for non-covered medical expenses to be submitted for reimbursement,” he said. “This reflects my reimbursement for that.”
In the 2014-15 final fund budget, which was passed at a prior meeting in time for June 30 deadlines, two line items describe the policy, but do not list any sources of revenue for the items. Listed as functions “8820” and “8830” and described as “medical assistance reimbursement for administrative claiming” and “medical assistance reimbursements (ACCESS) – Early Intervention,” each show a $0 amount under revenues. In the publically available final budget, the items are not listed again with a designated cost.
Tonight, Tuesday at 7 p.m., the directors are combining a work session and regular board meeting into one. Among the items to be approved are a list of bills from July and August.

The reimbursements are paid for “uncovered medical expenses.” No further details are available for the uses, as the Health Insurance Portablity and Accountability Act of 1996 (HIPPA) protects the information for the parties involved.
If, however, the two month’s spending is a typical listing for submitted requests for reimbursement, it would create an annual expenditure of $43,405.02. It is unclear if the months’ bills are a typical sample of submitted expense requests for reimbursement.
Such administrative reimbursements are in additional to allowances for travel and mileage, as well of course, as the included medical coverage and health plans provided to administrators by the district in the forms of health insurance.
Tuesday night’s meeting will be held at the Methacton High School. The public is welcome to attend.
