Summit Police Report About Accident that Claimed the Life of Carlyse Kennedy Does Not Address Real Problem: How the Intersection is Designed

I'm disappointed the police report seems seems to unfairly place the entire blame of this tragedy on Mr. Graham and not address what is the real problem which is the way this intersection is designed.

I ">reenacted the accident several days later at the same time of day and under the exact same weather conditions. The exact spot where Mrs. Kennedy was struck was totally obstructed by sunlight and appeared as a black-hole which cleared just after I passed the spot. Had the intersection been redesigned in accordance with neighborhood resident's requests 6 years ago I doubt this tragedy would have occurred. The bottom line is this intersection is deadly and the city seems to be, still, refusing to recognize the danger to everyone who passes through it.
