Possession of CDS/DWI Again

CHARGES AGAINST THE ACCUSED: Possession of Crack Cocaine, Driving While Suspended, Possession of Paraphernalia, Being Under The Influence of CDS, DWI, Reckless Driving, Possession of CDS in a Vehicle ,Failure to Exhibit Documents and Unclear Plate.
WHAT IS THE SUSPECTED CDS: Crack cocaine
PARAPHERNALIA: Crack pipe
ANY OTHER INFORMATION: Hopatcong Police received a call of a drunk driver on Maxim Drive. The description of the car and license plate number was given to the officers. The description was a female driver. Officer Snyder could not locate the vehicle but stayed in the area. He then observed the vehicle on Maxim Drive a short time later. Officer Snyder noticed the driver was Bullard who he knew was suspended. When Officer Snyder stopped the vehicle he saw pieces of Chore Boy on the floor. Officer Snyder knew that Chore Boy is commonly used the end of a crack pipe to smoke crack cocaine. When Bullard was questioned he told officers that he had crack on him and took a bag containing several pieces of crack out of his slipper. Inside the vehicle was a crack pipe. The female passenger was Patricia Dittmar age: 49 also of the 4C's apartments. She admitted she was the driver earlier and that her license is also suspended. Bullard was arrested and the vehicle was impounded. Bullard was tested for DWI by DRE(Drug Recognition Expert) Detective Tracey. Bullard was charged and later released. (On 02/22/13 Bullard was arrested for possession of crack cocaine and DWI by this agency).
