Philly Woman Stole Panties from JCPenney, Arrested for Felony Theft: Police

China Quantae Magee’s panties were hot. Police said she stole them from JCPenney at Montgomery Mall.

Magee, 22, of the 300 block of Delphine Street, Philadelphia, is now facing two felony theft charges from an Aug. 9 arrest by Montgomery Township Police for allegedly stealing $204 in clothing. Police said Magee has two prior convictions for retail theft and is on probation in Bucks County.

Magee remains in Montgomery County prison on $5,000 bail, per court records. A preliminary hearing is set for District Judge Andrea Duffy on Aug. 19.

Police were dispatched to JCPenney shortly after 3:15 p.m. Aug. 9 for a reported theft in progress. The suspect, police said, was a black female, who was traveling with two black males in a white Pontiac Grand Prix.

The vehicle was last seen south on Route 309. Police found the suspect vehicle traveling on southbound 309 in the area of Knapp Road. Police activated sirens and lights near Routes 309 and 63, at which time the driver pulled over.

Police spoke with the driver, Parris Watkins Jr., 20, and the passenger, Timothy Chandler Jr., 22, who told them a theft had occurred at JCPenney and their vehicle was possibly involved, police said.

Watkins allegedly told police that they went to the mall, shopped in H&M and then picked up Magee near the Burger King on Route 202, police said.

Police said Magee allegedly admitted to one officer that she stole clothes from JCPenney. Another officer asked her what happened, and she said, “I stole some panties,” according to the affidavit.

She said she stole the items by placing them inside her H&M bag and leopard-print shoulder bag while she was in the JCPenney dressing room, police said.

A loss prevention officer told police he saw a black female with blue and black hair enter the junior’s department fitting room with several underwear, a red dress with an ink tag on it and a green shirt, police said.

The woman, who police allege was Magee, exited the dressing room with no merchandise in her possession. The loss prevention officer then checked the fitting room, where he found price tags and an ink tag from the merchandise, police said.

He left the fitting room and suddenly made eye contact with Magee, police said. Magee allegedly ran through the mall without paying for the clothing and entered the Pontiac, police said. The loss prevention officer made a positive identification of Magee at the traffic stop, police said.

 All in all, Magee allegedly stole five “Flirtitude” panties at $7 each, five panties at $9 each, a $70 red dress, a $44 floral dress and a $10 lime green shirt, police said.
