New Providence Council Approves Expense for Downtown Master Plan

NEW PROVIDENCE, NJ – By resolution, the Borough Council approved a contract for Heyer, Gruel and Associates to conduct a downtown master plan in an amount not to exceed $20,000.

At Monday night’s meeting, Council President Michael Gennaro said the plan would include participation from the downtown business community.

Councilman Gary Kapner added the expenditure would allow for evaluation and development of appropriate action.

Councilman Dr. Bob Robinson said the plan would be conducted in two phases, with a completed plan embracing input from a borough planner, an engineer and property owners.

Last weekend’s snow and ice event received a great deal of comment from council members, especially in praise of the efforts of Public Works employees who kept streets cleared.

Borough Administrator Doug Marvin said the DPW used 150 tons of salt and worked until 6 a.m. on Sunday. Councilman Jim Madden said he had received many comments extolling the use of social media like Twitter and Facebook to keep residents abreast of developments.

The weekend weather also caused postponement of Santa’s plan to arrive at the borough’s firehouse. Councilman Armand Galluccio said Santa and his trusty reindeer would have made the event but there was concern about the safety of borough youngsters. The event has been rescheduled for Saturday Dec. 21 from 1 to 4 p.m. at the Floral Avenue Fire House.

Councilman Rob Munoz said the Board of Education will meet at 7:30 p.m. on Jan. 2 to install a newly elected board member.

On Dec. 12, the borough’s volunteer firefighters met to hold annual election of officers. Gennaro attended that meeting and reported that new fire officers were Ralph Parlapiano, fire chief; Joseph Parlapiano and Michael Piana, Sr., deputy chiefs; and James Swanton, Stephen Karpinski, Bruce Lessing and Daniel Royland, captains.

Hose Company officers are: Michael Allocco, president; Mary Rose Piana, vice-president; Emil Koref, treasurer; Frederick Gaghan, secretary; and Vincent Wycko, assistant secretary.

The meeting was formally adjourned to Jan. 6, 2014 at 6:45 p.m. That meeting will be followed at 7 p.m. by the borough’s annual reorganization meeting.
