Need Police's Help on Rosa Parks Blvd in Paterson

I'm a resident on the infamous Rosa Parks Blvd. here in Paterson. I'm talking about Rosa Parks and the corners of Pearl St. and Ellison St. I've been here for a few years. Our side of Rosa Parks has always been fairly quiet. Until...about 2 months ago.
We've noticed a group of young adults. Men, women and yes their babies in strollers. They're dancing in the streets, blasting their music, selling drugs, drinking alcohol and they sit on our steps.
We call the police. They either don't come or it takes several calls and four hours to have one car drive thru!
They actually had a party one night. There were roughly 40 people outside my window.
They come in their cars and park. Then, the drinking and the loud music begins. All the police did was pull up to the area...never getting out of their cars. The party people put down their drinks and walked away. So, the police leave. Forty-five minutes later, one by one, they all came back to get into their cars and drive off.
Now...isn't drinking in public illegal? Yes. Isn't disturbing the peace and trespassing also illegal?
Yes it is.
I went to the Internal Affairs Department. At first the officer had an attitude. After I spoke for several minutes, explaining exactly what is going on, he changed his tone of voice. He told me he'd put extra attention on our block. This was about one week ago. I have not seen any extra police.
I know this is a busy town. I understand things cannot change overnight. But, don't we residents have a right to a certain quality of life?
