Montgomery Township Paying $15,000 for 1-Acre Parcel for Rec Center Stormwater Management

Montgomery Township Supervisors Monday night approved 4-0 the execution of a $15,000 purchase of a 44,366-square-foot parcel at Stump and Horsham roads, as well as a stormwater easement agreement, from Harry and Anne Hassan, of Ambler. The appraised and assessed value of the parcel is $3,970, per Montgomery County records.
The parcel, which is at present a stormwater detention basin, is adjacent to the site of the future recreation/community center and will be used for stormwater detention for that project. It is a little more than one acre, which is equivalent to 43,560 square feet.
“During our planning of the community/recreation center, we identified an interest in (the parcel). The piece fills out township property to Stump Road. It was originally created as a result of a realignment of Stump Road and an offset intersection,” township Manager Larry Gregan told supervisors Monday night. “We have completed negotiations with Hassen and have come to an agreement in principal to acquire the property.”
Gregan said the property will remain as stormwater detention use.
“This gives us the opportunity to own the entire parcel (at Stump and Horsham roads). It gives us the opportunity to move signs to the corner so they are more visible, and an opportunity to extend or provide for a better entrance and exit (for the community center onto Stump Road),” Gregan said. “It makes access to the site better for a number of purposes, including fire protection.”
Supervisors Chairman Joe Walsh thanked Hassen for “agreeing to a fair number for the parcel.”
The Hassans have owned the parcel since November 1984, according to Montgomery County land records. The couple also owns The Village retail strip store on Stump Road, according to land records.
The Hassans also own two low-rise apartment buildings at 217 W. Broad St. and 118-129 N. Station St. in Telford Borough, according to land records, as well as homes on Independence Lane in Upper Gwynedd Township, off Scobee Drive and McAuliffe Lane.
