Fairfield Police Officers Frank Tracey and David Lagan Arrest Two Towaco Men for Heroin Use in Target Parking Lot

FAIRFIELD, NJ - The Fairfield Police Department has announced that on Sunday, Joseph Fillippo, 30, and Edmund Oertel, 29, both of Towaco, were arrested for being under the influence of a controlled dangerous substance, possession of Suboxone and possession of hypodermic syringes.

On Sunday, at approximately 7:49 p.m., a concerned citizen contacted the Fairfield Police Department and reported that two individuals were in a maroon-colored GMC Jimmy located in the Target parking lot, and appeared to be injecting themselves with controlled dangerous substances.

As a result, all available units were dispatched to the area. Officers Frank Tracey and David Lagan were the first to arrive. The officers immediately located a vehicle and occupants, fitting the description provided by the citizen, and pulled up to it. It is alleged that when approaching the vehicle, they immediately observed the driver, identified as Oertel, was bleeding from both forearms. It is further alleged that both Oertel and Fillippo were lethargic, had slow and slurred speech and had pinpoint and abnormally constricted pupils. Both were then placed under arrest without incident.
 
During the course of the investigation, it is alleged that the men ingested approximately 6 bags of heroin. It is further alleged that officers recovered hypodermic syringes from inside the clothing of Oertel and that both men had in their possession, Suboxone, a controlled dangerous substance, without having a prescription.
 
Both men were eventually released on their own recognizance with a pending court date of Wednesday, April 2, in the Superior Court in Newark.

It should be noted that the charges against both men are merely allegations and that both are presumed innocent until if / when they are convicted or plead guilty in a court of law.
