An Ogdensburg woman was arrested Friday evening after the vehicle she was driving was stopped for erratic operation. At 9:15 pm, Officer Richard Smith was on routine patrol traveling north on Main Street behind a 2002 Nissan Altima. What drew the officer’s attention to this vehicle was that the vehicle could not maintain a single lane of travel.
After stopping the vehicle, Smith’s suspicions were heightened when he detected a strong odor of an alcoholic beverage emanating from the interior of the vehicle. Once it was determined that the operator, 43-year-old Meghan M. Phillips had been consuming alcohol, she was administered a series of Filed Sobriety Tests. Phillips was placed under arrest for DWI at the conclusion of the testing. A ceramic smoking pipe with burnt residue contained in the bowl was observed in Plain View in the open middle console. Phillips was then transported to police headquarters for processing and breath testing.
Phillips’s blood alcohol level was recorded at more than three times the legal limit. She was charged with; DWI, Possession of Drug Paraphernalia and Careless Driving. She was released several hours later to a sober adult. Her vehicle was impounded. Sgt. Jeffrey Mase assisted with the investigation.
