Council Hears Presentation on Proposed Senior Development on Terrill Road

SCOTCH PLAINS, NJ – David Holland and Michael Tobia of Shelter Development LLC made a major presentation on a proposed senior living development to the Township Council at the agenda meeting on Tuesday night.

Holland had made an initial presentation to the Council in May with a proposed project that would have utilized half of the 14 aces of the site on Terrill Road formerly occupied by Parker Gardens Nursery.

However, this current proposed development has been expanded to include all 14 acres and there are now two phases to the development.

The first stage of the development would begin in 2015 and would include more than 100 units and contribute over $600,000 worth of tax revenue to the town of Scotch Plains. Phase two would bring in another $150,000 of tax revenue.

Holland went on to describe the proposed development that would include apartments for independent living and the ability to “age in place” by moving to the different sections as residents needed more assistance with daily activities.

Some of the concerns aired in the meeting were the potential added burden to the local Rescue Squad of 911 calls and traffic issues on Terrill Road.

Councilman Marcus said, "I'd be much more comfortable seeing this issue being vetted publicly. This really does need to be publicized much more than it has been. Perhaps an informational session can be called."

The rest of the council agreed, and Holland was invited back to present at the full council meeting on Oct. 15.

"We think this is potentially a very, very good thing for Scotch Plains," said Mayor Kevin Glover.
