Construction Begins on Downtown Parking Ceck

Construction on the new Downtown Parking Deck is scheduled to begin on Monday, June 25. The three-level Deck will be built on the site of Municipal Parking Lot #2 at the corner of Lackawanna Place and Essex Street.
According to Township Business Administrator Timothy P. Gordon, Deck construction is expected to last through June 2013. During that time, the right traffic lane of Essex Street will be closed between Lackawanna Place and the traffic light at the crosswalk between Municipal Parking Lot #1 and PNC Bank.
“There will be four phases of construction,” Gordon said. “The current parking lot will be bulldozed, after which the construction crew will pour the Deck’s concrete foundation. We expect this work to be complete by Christmas. During the third stage of construction, the crew will erect the support columns, which will be followed by building the outside walls and the interior traffic ramps.”
Gordon continued, “The new Deck will provide 400 parking spaces – a net increase of 227 – for Downtown business customers and employees, as well as for commuters who drive to the New Jersey Transit Millburn train station on Glen Avenue.”
Township Committee member Robert Tillotson, long a proponent of building the Parking Deck, said, “I am confident the efforts of everyone who worked so diligently on this project, including those residents who offered ideas and suggestions, will be richly rewarded with a long-term solution to our commuter parking needs and a more vibrant Downtown.”
When the Deck opens next year, lower level short-term metered parking will be available for the convenience of Downtown shoppers. Day-long commuter permit parking will be restricted to the upper level. The second level will be reserved for business permit parking.
The Township has reconfigured its paystation, metered and permit parking allocations to accommodate vehicles that belong to Downtown visitors, residents and business employees.
Downtown visitors and retail customers will have access to paystation parking at Lot #1 on Essex Street across from PNC Bank, Lot #5 on Millburn Avenue between Dunkin’ Donuts and Town Hall and Lot #16 on Main Street in front of the Recycling yard. Metered parking will be available at Lot #4 on Taylor Street behind the Millburn movie theater, Lot #7 at the Millburn train station and Lot #12 on Millburn Avenue adjacent to the Millburn Deli and Basilico Restaurant.
Vehicles with Township resident stickers will have all-day access, at a flat fee, to Lot #9, located behind the Millburn Public Library. Non-residents and those who do not have Township resident stickers, will have weekday access to Lot #9, beginning at noon. All vehicles that park in Lot #9, with or without Township resident stickers, will be charged a $5 daily flat fee. Lot #9 will be free to all vehicles after 6PM weekdays, and all day Saturday and Sunday.
With a permit, Commuter parking is available in Lot #7 at the Millburn train station, Lot #9 behind the Millburn Library and the newly-created Lot #19 at the site of the former Rimback building on the corner of Essex and Spring streets, directly across the street from the Township Fire and Police departments.
Business permit parking has been moved to Lot #4 on Taylor Street behind the Millburn movie theater, Lot #6 on Millburn Avenue between Town Hall and Michael’s Barber Shop, Lot #18 at the Township Recycling yard and Lot #19 at the site of the former Rimback building. Vehicles with 24-hour permits will have access to Lots #6 and #7, as well as Lot #15 on Essex Street, in front of the Millburn train station.
Parking is free weekdays after 6PM, as well as Sundays, in all lots and at all meters. Additional free parking is available on Saturdays at Commuter parking lots #7 and #9, at the Millburn train station and Millburn Public Library, respectively.
Tillotson praised the collaborative efforts of the Township, its business leaders, the Millburn-Short Hills Chamber of Commerce and Downtown Millburn. “They developed an excellent plan to minimize disruptions during construction,” he said. “I believe our residents see our Downtown as in the midst of a resurgence, with a more lively Paper Mill Playhouse, the new River Walk, the removal of a long-underutilized building and more effective use of our DPW yard. I have no doubt they will view this structure in the same light, and will be patient while continuing to support our Downtown during this construction.”
